United States Government has raised the nation’s threat level to Severe, or Red, for commercial flights originating in the United Kingdom bound for the United States. This adjustment reflects the Critical, or highest, alert level that has been implemented in the United Kingdom.

Why Terrorists Target Transportation?为何恐怖分子惯用交通工具制造恐怖事件?

1.       Panic-spreading制造恐慌

2.       It provide the terrorists with a high concentration of people in a confined space creating a mass-casualty favorable environment

most of commercial airliners is symbol to the nation( i.e. British Airway representing UK…)

Totally 225 attacks on civilian aircraft or airports, around 2/3 happen to aircraft and 1/3 on airports, since 1980,.

从1980年开始共有225起袭击民用客机和机场的事件发生,其中2/3袭击航空飞机,1/3袭击机场。

l              From the statistics, 1991 to 2001,42% terrorist attacks happened on rail systems and buses.

If people still remember the experience in 911, and the US west coast strike, not only the lost for US, for worldwide, especially the effect of globalization, HK hardly escape from here. In 6-7th July 2006 at Singapore, more than 350 policymakers, government officials (Hong Kong, Australia, Vietnam, Philippines, Britain, Mexico, Thailand, Indonesia, Malaysia, Korea, etc.) jointed the 1st APEC Symposium on ‘Total Supply Chain Security’, The APEC Symposium on Total Supply Chain Security covered a range of topical issues relating to threats and vulnerabilities in the global supply chain, benefits of supply chain security to facilitating trade and business, perspectives from governments, private sectors and international organizations, as well as the challenges for the future. Delegates exchanged views and information on best practices for implementation in their economies and companies All these are valuable contributions to APEC’s common endeavor of attaining stability, sustainable development and prosperity through the promotion of trade and investment.

Emergency practice for logistics providers in HK香港物流服务商的紧急措施:

1)       Send out a notice to all the customers to raise the awareness on terrorist attack.               通知所有客人提高反恐意识。

Upon accepting shipping instruction/booking from shipper收到托运人托运单或单证应注意:

2)       Use risk-based customer screening approach to alert the cargo tendered by the shippers which involve the triangle shipment with the C/O or O/B annotation with other handling agents.

特别注意原产地证明或装箱单上代理名字与托运人不同的三角转运关系的货物,启动风险客户检查流程

3)       Beware of the description of the cargo in the booking/instruction forms, for example, will it be the general or generic cargo description only? (i.e. bag, toy, accessories.).

注意单证上货品的描述,例如:是否只是普通货物(如:箱包,玩具,装饰品)。

4)       Beware of the commodities, i.e. liquid, gels, chemical substance.

特别注意以下物品:液体,凝胶,化学物品。

Cargo acceptance in warehouse仓库收货:

1)       Reinforce the awareness on the RAR cargo acceptance procedures.  Physically checked the external of the cargo and the markings against the booking/shipping instructions provided by the shipper./co-loaders ( Beware of unauthorized tampering or interference)

加强代理管制货物安全操作意识。检查货物标签与货物外观是否与托运人或分运人的单证一致。(注意未授权修改或填写单证)

2)       Report any discrepancy of the information against the actual cargo acceptance to management and shippers.

一旦发现单货不符立即通知管理人员和托运人。

 

U.S. CBP risk-based screening of manifest information for passenger

美国海关与边境保护局的乘客行李安全检查

As part of the response to this heightened threat condition, CBP will perform intensive passenger screening, prior to departure from the gate, of all flights scheduled for departure from the U.K. and destined for the U.S, including the risk-based screening of manifest information. In addition, passengers on these flights and all other international flights will be subjected to heightened inspections upon arrival in the United States.

作为美国反恐的一部分,美国海关与边境保护局对于从英国出发目的地是美国的所有航班在每位乘客登机前进行行李安全检查。而且,所有国际航线的乘客在到达美国时都要接受严格的安全检查。

As at 01:00 at 11 August 06, there are 4 out of 17 passenger flights were delay and for cargo flights, the four flights were all delay.2006年8月11日1点钟,17次航班中的4次航班延误。
