ICAO phase out consignor not subject to appropriate authority approval by 2021 – CAD RAR is planning to change in 2018
ICAO requires phasing out by June 2021 of account and other consignors not subject to appropriate authority approval. CAD is planning to implement the change in the coming year, 2018.
Currently there are 4 existing entity under RAR:
Aircraft Operators
Regulated Agents (RA)
Known Consignors (KC)
Account Consignors (AC)
KCs / ACs ‘recognised’ by their partnering RAs/aircraft operators, i.e. not under CAD’s direct approval.
Cargo tendered by KCs/ACs through RAs/aircraft operators not required to undergo security screening.
In the new directional change issued by ICAO, there will be 100% security screening for air cargo to get on a plane.
1) Approved by Authority as a “validated” known consignor (KC)
2) Unknown consignor subject to 100% security screening
3) Approved by Authority that the entity (company) applies sufficient 100% security control that the cargo can be considered securely screened.
The ICAO’s new policy direction seeks to enhance the international standards on air cargo security. It will however necessitate adjustments to the existing Regulated Agent Regime (RAR) in Hong Kong.
